House formally censures Chuck Edwards for sexual harassment of staffers

The House of Representatives delivered a rare public rebuke to one of its own on Tuesday, voting overwhelmingly to censure outgoing North Carolina Republican Rep. Chuck Edwards. Nearly every House Democrat joined almost all Republicans to pass the resolution in a 413 to 2 vote on Tuesday. Only Edwards and Rep. Ralph Norman, R-S.C., voted against the measure.

Bipartisan Ethics Investigation Details Lavish Gifts and Inappropriate Conduct

The censure stems from a bombshell House Ethics Committee report released in August. The bipartisan panel, chaired by Republican Rep. Michael Guest of Mississippi, concluded that Edwards failed to adhere to the spirit of rules prohibiting sexual harassment and unwanted advances, creating a hostile work environment for two young women on his staff. Investigators found that Edwards directed excessive attention toward the staffers, including sending handwritten notes, making frequent comments on their appearance and weight, and intruding on personal occasions.

According to the committee’s findings, Edwards showered both employees with gifts totaling thousands of dollars. The items included jewelry totaling over $1,000, designer purses, personalized guns, shoes, flowers, a laptop and cell phone, a KitchenAid mixer, a robotic vacuum, vacations, tickets to performances, and one-on-one dinners. Investigators also noted bizzarrer interactions, such as sending a staffer more than 20 different containers of ice cream because she looked like she needed cheering up, having a custom puzzle made to invite a staffer to an Adam Sandler show, and tearfully reciting a poem for one of the employees.

Guest noted on the House floor that while the investigation did not uncover evidence of sexual activity or explicit propositions, Edwards’ behavior toward the staffers violated rules prohibiting sexual harassment. The committee found that Representative Edwards was, at a minimum, blind to the reality and at worst dismissive of the impact his conduct had on the career and well-being of the women on his staff, Guest said.

Edwards Apologizes on the House Floor While Denying Harassment

Taking to the well of the House ahead of the vote, Edwards apologized to his wife, family, and the two staffers at the center of the probe. However, he vigorously disputed the committee’s conclusions, accusing the bipartisan panel of cherry-picking context to build a specific narrative and urging colleagues to judge him on facts rather than insinuation.

“I’m sorry that my actions, my judgment or the way that I expressed a friendship ever put either of you in an uncomfortable position. Regret is not an admission of sexual harassment. I can acknowledge poor judgment, regret about the discomfort some of my actions may have caused, and apologize to those who were hurt by this episode while still disputing a conclusion that the evidence simply does not support.”

Edwards defended his spending and personal attention toward staff by telling lawmakers that generosity is not sexual harassment and arguing that caring deeply about the people with whom you’ve worked for years is not sexual harassment on the House floor. Despite his defense, the entirety of House Republican leadership supported the censure resolution.

Broader Congressional Reckoning Over Misconduct Claims

Two days after the Ethics Committee released its report in August, Edwards abandoned his re-election campaign amid the mounting scrutiny.

The vote unfolded during a turbulent period for Capitol Hill workplace conduct. Lawmakers from both parties have faced intense pressure to address sexual misconduct among members and staff following a series of high-profile departures earlier in the year. Former representatives Tony Gonzales and Eric Swalwell resigned from their seats on the same day while facing potential expulsion votes over separate allegations of sexual misconduct and assault.
