The Gizai substation, situated approximately 30 kilometers west of the Russian exclave of Kaliningrad, represents the first new installation in the region since Russia launched its full-scale invasion of Ukraine in 2022. According to exclusive reporting from Reuters, the installation is a vital component of the Harmony Link interconnection designed to link the Baltic states directly with Western European electricity grids.

To achieve this, engineers are avoiding standard building materials. The site will utilize custom concrete reinforced with plastic threads to prevent shattering, alongside protective concrete sarcophagi built around key transformers. Because replacement parts for bespoke grid equipment can take years to acquire, the substation also incorporates duplicate units and internal cooling systems.
Financing Security Costs Along the Baltic Corridor
Securing the critical energy link carries a substantial financial burden. Litgrid reports that the fortified substation will cost at least €48 million more than initially projected, with expenses expected to climb further if regional geopolitics deteriorate.
Lithuanian officials argue that border nations should not carry these extraordinary security expenses alone. Energy Minister Lukas Savickas stated that Vilnius will petition the European Union to fund at least half of the Gizai upgrades. Poland shares this perspective, warning that frontline states risk economic disadvantages if their domestic industries absorb the total cost of regional defense.
