Trump Orders Scale-Back of Joint Military Exercises With South Korea

President Donald Trump ordered the Pentagon on Sunday to substantially reduce annual joint military exercises with South Korea, citing his very good relationship with North Korean leader Kim Jong Un and South Korea’s refusal to assist in a war against Iran. In a social media post on Truth Social, Trump stated that the drills are costly and send a signal that is totally inappropriate and hostile to North Korea.

Trump noted that North Korea has remained “unthreatening and respectful” during his time in the White House. Because it was already too late to cancel the exercises, the president instructed Secretary of Defense Pete Hegseth to reduce the scale of the operations. Trump further explained his dissatisfaction by noting that when he asked the president of South Korea if they would join the U.S. in the denuclearization of the Islamic Republic of Iran, the response was, No thanks!

Details of the Ulchi Freedom Shield Drills

The exercises, known as the Ulchi Freedom Shield drills, were scheduled to run for 11 days from August 17 to August 27. These annual summer drills involve 18,000 South Korean soldiers and are designed to increase readiness and prepare for defense against the nuclear-armed North Korea.

Despite the president’s order to scale back, South Korea’s Ministry of Defence stated that the military exercises would proceed as previously notified and scheduled.

North Korean Reactions and Regional Tension

Pyongyang has historically viewed these drills as rehearsals for an invasion. On Friday, a spokesperson for North Korea’s Ministry of Foreign Affairs described the military cooperation between the U.S., Japan, and South Korea as a “nuclear alliance.” North Korea warned that it would respond to this new level of threat with a new level of deterrent, describing the drills as a rehearsal for an aggressive war that increases regional instability.

Experts suggest that North Korea often uses such drills as a pretext to modernize weapons and increase testing activities. There is further concern among experts that Kim Jong Un may believe expanding his weapons arsenal would allow him to secure more concessions from the U.S. in future negotiations. This comes as North Korea is described as battle-hardened due to its involvement in Russia’s war on Ukraine.

Political and Diplomatic Context

The decision to reduce the exercises has drawn criticism from Democratic Sen. Mark Kelly. A former Navy pilot, Kelly posted on social media that hollowing out these joint exercises is shortsighted and a mistake.

This is not the first instance of President Trump seeking to end these drills. Following a 2018 summit in Singapore with Kim Jong Un, Trump had previously characterized the military exercises as “provocative” and “expensive.” During his first term, Trump met with the North Korean leader three times to discuss the country’s nuclear program, with the most recent meeting occurring in 2019.

Following his Sunday announcement, Trump shared a photo of himself and Kim Jong Un, stating that the two leaders got along great, regardless of the unfriendly look in that specific photograph.
