U.S.-South Korea joint military drills are cut short after surprise Trump order

President Donald Trump ordered the U.S. and South Korea to substantially reduce Ulchi Freedom Shield joint military exercises, citing his relationship with North Korean leader Kim Jong Un and frustration over Seoul’s level of involvement in the U.S.-Israeli war with Iran.

Joint military exercises underway between the United States and South Korea are being cut short, both countries confirmed, after a surprise presidential order. The annual Ulchi Freedom Shield drills, which started Monday, will conclude on August 21 rather than the originally scheduled August 27, according to a Defense Department official.

Trump Cites Kim Jong Un Relationship and Iran War Frustrations

The sudden curtailment stems from a social media post published Sunday by President Trump. Citing his very good relationship with North Korean leader Kim Jong Un, Trump characterized the regular maneuvers as a totally inappropriate and hostile message to Pyongyang, which he described as having been unthreatening and respectful during his time in office.

Beyond his assessment of North Korea, Trump voiced sharp frustration regarding allied support. His comments directly preceded an order to Defense Secretary Pete Hegseth to cut back the scope of the joint maneuvers.

Operational Adjustments and Readiness Assurances

Despite the truncated schedule, American and South Korean defense officials maintain that core defensive capabilities will remain intact. A Defense Department official stated that associated live-training events have been reduced, with certain events canceled or converted to simulations, emphasizing that these adjustments preserve essential readiness without degrading training objectives.

The South Korean National Defense Ministry confirmed that the two governments agreed to alter the duration and scale of the exercise at the request of Washington. Officials in Seoul indicated that remaining combined field training exercises will proceed on a reduced scale while military planners consult on specific details. The South Korean National Defense Ministry stated that the U.S. and South Korea are currently consulting on the specific details, and added that going forward, the ROK and the United States will discuss and implement various measures to achieve the objectives of the UFS exercise and maintain a robust combined defense posture. The ministry declined to comment on a reported meeting Tuesday between Gen. Xavier Brunson, the commander of U.S. Forces Korea, and South Korean Defense Minister Ahn Gyu-back. According to South Korean Foreign Affairs Minister Cho Hyun, neither our government nor officials in the U.S. government had any prior knowledge of the directive.

Ally Unsettled as North Korea Responds to Drills

The surprise comments by Trump, which he made on social media hours before the exercises began Monday, have unsettled South Korea, which relies heavily on the U.S. for its security, as well as other U.S. allies in the region facing a growing threat from nuclear-armed North Korea. South Korea hosts 28,000 American troops. According to U.S. Forces Korea, the Ulchi Freedom Shield exercise aims to build understanding between the two militaries to ensure their ability to fortify the combined defense posture and enhance their response to a spectrum of security threats. Foremost among those threats is North Korea, which in recent years has advanced its missile and nuclear capabilities and developed a close security relationship with Russia. While Washington and Seoul insist their exercises are defensive in nature, North Korea routinely criticizes them as a rehearsal for invasion and often test-fires weapons in protest. A commentary published Wednesday by the state-run news agency KCNA reiterated the regime’s criticism of the drills, saying Pyongyang’s exercise of its right to self-defense will continue to completely neutralize the enemies’ military threat.
