US Imposes New Sanctions on Cuban Officials and Entities

United States authorities announced a new wave of sanctions targeting nine Cuban entities and top officials on August 20, 2026.

The government of President Donald Trump escalated its economic pressure campaign against Cuba with a broad package of penalties. Secretary of State Marco Rubio announced that the measures target institutions and individuals accused of sustaining the state’s security apparatus and directing international influence networks.

Sanctions Hit Ministry of Construction and Key State Enterprises

The newly blacklisted entities include the Ministry of Construction alongside critical state-run operations across the mineworks, transport, and tourism sectors. Washington contends that these enterprises support the repressive apparatus of the regime by exercising control over key economic sectors.

Among the nine entities added to the Treasury Department’s blacklist are the nickel mining company Empresa de Niquel Comandante Ernesto Che Guevara and Metalcuba, an import firm handling fuels and lubricants. These designations arrive while the country of 9.4 million inhabitants faces persistent power outages, exacerbated by a de facto oil blockade in place since January.

The administration’s broader strategy also targets Gaesa, the military-controlled conglomerate founded by Raúl Castro in 1995, which remains a central target of U.S. policy toward the island. While the administration’s pressure increases progressively, analysts note that the perspective of a direct military intervention is diminishing as the conflict in Iran continues and midterm elections approach.

The agency is led by Fernando González, a convicted Cuban spy who served 15 years in American prisons before his release during the normalization efforts under the Barack Obama administration.

Washington asserts that ICAP operates at the center of an influence network designed to spread anti-American sentiments and recruit subversive elements under the guise of educational or cultural exchanges. Previous actions against the institute included its placement on sanctions lists in June after it sponsored an international humanitarian convoy that delivered 14 tons of aid to the island. That convoy included participation from prominent international political figures and activists, including U.S. politician Hasan Piker, CodePink co-founder Medea Benjamin, and former UK Labour leader Jeremy Corbyn.

Marco Rubio, U.S. Secretary of State, via DW stated that just a few days earlier, the regime had attempted to take advantage of the centenary of the birth of the communist leader and despot Fidel Castro to reactivate that subversive network, bringing a new brigade of international sympathizers to Havana so they could get in touch with regime officials.

Havana Responds as Maximum Pressure Policy Continues

Cuban officials pushed back against the announcement immediately. Cuban Foreign Minister Bruno Rodríguez posted a statement on X stating that the U.S. secretary of state continues to punish Cuban companies with the deliberate purpose of affecting the island’s economy and preventing the government from guaranteeing basic services to the population.

The latest measures form part of a long-standing strategy spearheaded by senior U.S. officials—including Secretary of State Marco Rubio, whose parents are of Cuban origin—who view the removal of Cuba’s unipartidist government, in power for more than six decades, as a primary foreign policy objective. While the administration maintains severe restrictions, Havana has undertaken unprecedented internal economic reforms in an effort to appease Washington, while asserting that its leadership and political system remain entirely non-subject to debate.
