Major League Baseball proposed major offseason and roster overhauls during collective bargaining talks, including free agent quiet periods and a weekly roster schedule. The proposals are strictly contingent on the players union accepting a salary cap system, drawing a sharp rejection from union leadership.
Offseason Calendar Overhaul and Free Agent Quiet Periods
Major League Baseball wants to fundamentally reshape the winter calendar by introducing structured quiet periods for free agency. Under the proposal presented to the Major League Baseball Players Association, the entire month of November would prohibit free agents from signing with any team other than their incumbent club. While clubs could still negotiate with players and agents during this window, only re-signings could be made official, though trades would remain permitted.
Free agency for players leaving their current teams would officially open at 12 p.m. ET on the Monday of the annual Winter Meetings in early December. That signing window would close abruptly on Dec. 21, triggering a fuller frozen period where no big league trades or signings would be permitted until the first Monday in February as spring training approaches. The league framed the setup as an entertainment measure designed to generate excitement similar to other sports leagues operating under cap-and-floor systems.

free agents with six or more years of service time, only one signed during November. Five players signed in November during the 2022-23 offseason, six during 2023-24, and eight during the 2024-25 offseason.
Union Rejection and the Salary Cap Contingency
The league made clear that the proposed offseason and roster changes are entirely dependent on the union agreeing to a salary cap and floor system. Bruce Meyer, interim executive director of the Major League Baseball Players Association, swiftly rejected the terms.

Meyer argued that the league was pushing an artificial free agency window that would diminish player leverage and create a competitive environment pitting player against player. The union maintains that a salary cap is a non-starter in collective bargaining negotiations.

Weekly Roster Management and Injury List Revisions
Beyond the offseason calendar, the proposal seeks to overhaul in-season roster mechanics. Clubs would be required to set their 26-man active rosters every Monday between Sunday evening and Monday afternoon. While teams could still make adjustments midweek for injuries, bereavement or paternity leaves, and waiver claims, optional assignments and recalls would be significantly restricted.
Under this setup, the league proposed allowing teams to carry up to 14 pitchers on the active roster. Injury list minimums would also change from calendar days to Monday-to-Monday spans. Position players would face a one-week minimum designation requiring them to stay on the injured list for at least one full Monday span, while pitchers would face a two-week designation spanning two Mondays. The 60-day injured list would be converted to a 12-week designation while retaining its roster spot relief.
Rule 5 Draft Alterations and Next Steps
The league’s proposal targets the Rule 5 draft by accelerating player eligibility by one year. Selected players would also be permitted to be optioned to the minor leagues during their first season, removing the current requirement that teams keep Rule 5 picks on the active major league roster or injured list for a full year to secure long-term contractual rights.
With negotiations ongoing amidst the current collective bargaining agreement talks, the union remains opposed to any structural changes conditioned on a salary cap framework.
