Australia outraged after Israel decides not to investigate aid worker killing

Australia summoned Israel’s ambassador after the Israeli military decided not to prosecute personnel responsible for an April 2024 airstrike in Gaza that killed aid worker Zomi Frankcom and six colleagues. Foreign Minister Penny Wong slammed the move as falling far short of accountability on World Humanitarian Day.

Australia Summons Ambassador and Demands Accountability for Gaza Aid Worker Deaths

Australia has escalated its diplomatic response following an Israeli military decision not to pursue criminal charges over the airstrike that killed Australian aid worker Lalzawmi “Zomi” Frankcom and six of her World Central Kitchen colleagues in April 2024. Foreign Minister Penny Wong announced that Canberra would summon Israel’s ambassador, Hillel Newman, while directing Australia’s envoy in Israel to convey the government’s strong objections directly to Israeli officials.

The announcement arrived late on a Wednesday night, coinciding with World Humanitarian Day. Wong called the timing of the decision especially insulting to Zomi’s loved ones, humanitarians, and the Australian public. The diplomatic rebuke marks one of the strongest censures issued by Canberra against the Israeli military since the Gaza conflict began.

World Central Kitchen Rejects Military Investigation Findings

The US-based charity World Central Kitchen strongly condemned the military findings, characterizing the decision as inconsistent with the full truth and deeply offensive. The organization argued that the Israel Defense Forces possessed full visual clarity during the multiple, extended airstrikes, knowing the convoy was unarmed and operating in pre-coordinated humanitarian vehicles.

According to World Central Kitchen, the military review deliberately conflates different timelines and events, muddies the narrative, and attempts to shift blame onto the aid workers themselves. The charity reiterated its demand for an independent probe, asserting that the military cannot credibly investigate its own conduct.

The Military Investigation and Operational Explanations

In its official statement, the Israeli military acknowledged serious failures in procedure and mistaken identification during the Khan Younis incident on April 1, 2024. Investigators claimed that an armed guard traveling with the vehicles had not been flagged prior to departure and was mistakenly identified as a Hamas fighter. The IDF also asserted that the convoy deviated from its previously coordinated route.

Despite admitting to errors in decision-making and failures to follow standard procedures, the military concluded that the decisions of the commanders did not raise reasonable suspicion of criminal misconduct. Ambassador Newman defended the conclusion to reporters in Canberra, emphasizing that the court found no criminal intention to target aid workers, even though operational failures occurred.

Broader Inquiries and Unresolved Questions in Gaza

Alongside the World Central Kitchen decision, the military stated it found no grounds for criminal investigation into the killing of four employees of Médecins Sans Frontières across separate incidents in November 2023 and February 2024. However, the IDF noted it would proceed with criminal investigations into other high-profile civilian deaths, including the killing of five-year-old Hind Rajab in February 2024 and the deaths of 15 Palestinian paramedics in May 2025.

Australia’s engagement on the issue builds upon an independent August 2024 report by former Australian Defence Force Chief Mark Binskin, which similarly found serious failures in IDF procedures. As Canberra weighs its next diplomatic moves, the Australian government maintains that it will continue pressing for justice for Zomi Frankcom and her colleagues.
