U.S. Postal Service Rule Mandates Voter Lists and Barcoded Envelopes
The finalized U.S. Postal Service rule mandates that states submit voter names and addresses to a new postal portal, provide unique Intelligent Mail barcodes, and submit ballot-envelope designs for review. The coalition argues in the complaint that the rule exceeds statutory authority, violates the Voting Rights Act, intrudes on states’ constitutional power to administer elections, and breaches federal privacy protections governing First Amendment activity records.
New York Attorney General Letitia James criticized the federal action in a statement, saying, Across the country, states are already deep into preparations for the 2026 elections. Now, at the last moment, the federal government is attempting to meddle in those preparations and potentially threaten countless Americans’ right to vote.
White House spokeswoman Lauren Bis defended the administration’s actions, calling the Supreme Court’s ruling a major win for the security of American elections
and stating that the measures protect mail-in ballot security.
The U.S. Postal Service remains barred from implementing the rule for the November election under a separate nationwide injunction issued in a case brought by the League of Women Voters and other voting-rights groups. The Postal Service declined to comment on the pending litigation.
