Former China Construction Bank (Asia) Manager Jailed in Fraud Case

A former Hong Kong bank relationship manager was sentenced to four years in prison after pleading guilty to a bribery scheme involving more than $470,000 in cryptocurrency. The defendant authenticated fraudulent financial documents, prompting an ongoing corruption investigation.

A former relationship manager at China Construction Bank (Asia) Corp. The defendant, 32-year-old Lam Chun-yin, worked in the Consumer Banking Division at the bank’s Causeway Bay retail branch.

While his official retail banking duties never included processing business credit facilities, Lam used his position to execute the illicit scheme.

Cryptocurrency Bribes Used to Authenticate False Letters of Credit

In exchange for authenticating these documents, Lam accepted payments in Tether totaling more than $470,000, which translates to approximately HK$3.7 million. Investigators noted that the conspirators attempted to mask the illicit transactions by routing the bribe payments through digital assets.

Court Rulings and Restitution Orders

During the proceedings at the District Court, Judge Ernest Lin Kam-hung emphasized the severe nature of the offense. The judge stated that the criminality surpassed similar cases because the forged paperwork undermined Hong Kong’s standing as an international financial center while exposing the institution to massive potential risk.

The court established a six-year starting point for the sentence before applying a one-third reduction for Lam’s guilty plea, resulting in the final four-year prison term. Additionally, the judge issued a restitution order requiring Lam to repay approximately HK$3.7 million to the financial institution, matching the exact value of the cryptocurrency bribes he collected.

Ongoing Investigations and Enforcement Trends

Independent Commission Against Corruption representatives pointed out that law enforcement successfully intercepted the operation despite the indirect stablecoin payment structure. Authorities have already applied to the court for arrest warrants targeting other individuals linked to the conspiracy, confirming that the inquiry remains active.
