Hong Kong is preparing for the upcoming opening of the new Huanggang Port by conducting large-scale cross-departmental exercises involving more than 5,000 civil servants. The rebuilt super-port features a streamlined cooperative inspection and one-time release clearance mechanism and an innovative five-in-one vehicle inspection model designed to sharply reduce processing times.

Authorities in Hong Kong launched a second major cross-departmental exercise at the new Huanggang Port, mobilizing more than 5,000 civil servants to simulate peak passenger flows, traffic management, and emergency responses. The drills included cross-departmental anti-terrorism simulations and major incident management involving over 250 bus and minibus trips.

The testing sequence followed an initial drill held earlier in the week with approximately a thousand participants. Secretary for Security Tang Ping-keung noted after the first exercise that while operations ran smoothly, feedback highlighted areas for improvement such as clearer signage and optimized queue routing, all of which officials recorded for follow-up.

Infrastructure Scale and the New Nine-Level Inspection Building

Reconstruction on the Huanggang Port project began in 2019, spanning roughly seven years to transform the facility into a high-capacity super-port. The new joint checkpoint building spans a total construction area of 689,700 square meters across nine stories—five above ground and four below—designed to accommodate a daily passenger flow of 200,000, representing a fivefold increase over the older facility’s 40,000 capacity, according to reporting on the port’s rebuilding and features.

The interior architecture centers on a flowing stacked stone concept, highlighted by a massive Bauhinia flower ceiling on the fifth-floor passenger inspection hall. Supported by 30 irregular double-curved pillars, the petal gaps introduce natural light to lower overall energy consumption. The rooftop features 89 mangrove-inspired skylights echoing the surrounding ecological zone in a design led by international architectural firm Aedas.

Reinventing Cross-Border Transit with Cooperative Clearance and Five-in-One Inspection

The port introduces cooperative clearance channels utilizing a three-door integrated turnstile system across its fourth and fifth departure and arrival halls. The setup gathers identity documents at the first gate, biometrics at the second, and handles clearance control at the third, dropping normal processing times from roughly 30 minutes down to about five minutes.

For vehicle traffic, the facility establishes 28 five-in-one inspection lanes on levels L1 and L3. This system collects and validates data simultaneously across five separate inspection agencies during a single stop, eliminating the need for vehicles and passengers to undergo repeated queues and checks.

Underground Transport Hub and Next Steps Toward September Opening

Beneath the surface, the port’s four subterranean levels connect to a sprawling transportation network. The B2 level links directly to Shenzhen Metro Line 7, allowing passengers to transfer without stepping outside. The building integrates five rail lines designed to anchor the Shenzhen-Hong Kong-Macau science and technology innovation corridor.

With the Hong Kong port area boundary coming into legal effect following the formal enactment of relevant regulations on July 31, 2026, authorities are conducting system installations and joint tests.
