Kenya Boosts Preparedness Ahead of Predicted El Niño Rains and Floods

The state is monitoring the risk that heavy rainfall may trigger landslides and floods, which could displace vulnerable households, damage infrastructure, and disrupt essential services and transport. To address these risks, authorities are identifying flood-prone areas, conducting risk assessments, and improving early-warning communication for communities.

Inter-Agency Coordination and Sectoral Response

Education Cabinet Secretary Julius Migos Ogamba has prioritized the protection of school infrastructure and the continuity of national examinations. On September 16, Ogamba chaired a multi-agency meeting including the National Disaster Management Unit, the Kenya National Examinations Council (KNEC), Ministry of Education field officers, and the Kenya Meteorological Service Authority (KMSA).

The meeting focused on contingency measures to ensure that assessments and learning continue even in regions facing damaged roads or flooding. These efforts follow an August meeting between Ogamba and Kenya Red Cross Society Secretary General Dr. Ahmed Idris to discuss emergency school measures. Ogamba stated that this collaboration is intended to strengthen the ability to respond to emergencies in areas where weather-related disasters might hinder access to examination centers and schools.

In the Eastern region, Regional Commissioner Jacob Muganda reported that multi-agency teams are implementing safety measures. Muganda specifically highlighted that areas such as Machakos, Kilungu, and parts of Meru are prone to landslides due to steep terrain. To mitigate this, the government is pre-positioning relief food and medicine at subcounty and county levels, with consignments being delivered to strategic locations.

Weather Forecasts and Risk Assessments

The Kenya Meteorological Service Authority has warned that El Niño conditions are likely to influence weather patterns through the end of 2026. According to a June outlook from the agency, global climate models indicated an 80 to 82 percent chance of El Niño developing between June and August, with a 90 to 96 percent probability of the phenomenon persisting through the end of the year. The agency noted the event could be strong or moderate, increasing the likelihood of infrastructure damage and flooding.

The Kenya Meteorological Department provides temperature and rainfall outlooks to assist in planning for disaster management, water, health, transport, and agriculture. Owino emphasized that early warning must translate into early action.

Public Safety Guidelines and Property Protection

The government has issued several directives for citizens to protect lives and property:

• Residents in riparian reserves are advised to voluntarily relocate to safer areas.
• The public is warned against attempting to cross bridges, roads, or rivers that are flooded.
• Motorists and pedestrians are urged not to pass through moving flood water.
• Families are advised to keep children away from water bodies and flooded areas.
• Individuals should secure livestock, household property, and important documents.

Property owners are encouraged to take physical precautions, such as repairing leaking roofs and clearing drainage channels and gutters. Experts suggest moving valuable documents and electronics away from areas prone to water damage and maintaining an inventory of possessions with photographs and purchase records.

For vehicle owners, guidance includes parking in safe locations and moving cars away from low-lying areas. Motorists are cautioned never to drive through water when the current or depth is uncertain. Additionally, some property owners are encouraged to review insurance policies to ensure that the sums insured reflect the current replacement value of vehicles and buildings.
