In the United States, the top leader of the Party and State is scheduled to deliver a key address at the high-level general debate of the United Nations General Assembly, which holds its 81st session under the theme that reported restoring trust and fostering transformation to build a United Nations that delivers benefits for all nations, as reported by VnExpress. This marks the second time a Vietnamese General Secretary and President has addressed the United Nations General Assembly, following a previous speech in September 2024.
Bilateral Engagements and Multilateral Priorities in New York
During his time in the United States, Tô Lâm will hold bilateral meetings and discussions with leaders from various countries and international organizations, alongside meetings with figures from the U.S. administration and Congress. According to Vietnamnet, the visit builds upon robust bilateral ties that include the establishment of a Comprehensive Strategic Partnership for peace, cooperation, and sustainable development in September 2023, following the normalization of relations in July 1995 and a Comprehensive Partnership in July 2013.
Bilateral trade between Vietnam and the United States reached 170 billion USD in 2025, with two-way turnover hitting 97.7 billion USD in the first half of 2026. Vietnam’s broader multilateral footprint includes assuming key international responsibilities such as serving on the UN Human Rights Council for the 2023–2025 and 2026–2028 terms, presiding over the 11th Review Conference of the Treaty on the Non-Proliferation of Nuclear Weapons in 2026, and securing its first representative as a judge on the International Tribunal for the Law of the Sea for the 2026–2035 term.
Historic State Visit to Canada
Following his engagements in the United States, Tô Lâm will travel to Canada for a state visit at the invitation of Canadian Governor General Louise Arbour. As highlighted by Báo Dân trí, this trip holds historic significance as the first visit by a top Vietnamese Party and State leader to Canada since the two countries established diplomatic relations in 1973. The nations previously established a Comprehensive Partnership in November 2017.
While in Canada, the Vietnamese leader is slated to hold working sessions with Governor General Louise Arbour, Prime Minister Mark Carney, and parliamentary leaders. Bilateral ties have expanded significantly through the effective implementation of the Comprehensive and Progressive Agreement for Trans-Pacific Partnership, making Canada Vietnam’s second-largest trading partner in the Americas while Vietnam serves as Canada’s largest trading partner within ASEAN.
