Sweden officially joined the Association of Southeast Asian Nations (ASEAN) Treaty of Amity and Cooperation (TAC) during a state visit to Manila, marking a significant expansion of its diplomatic engagement with Southeast Asia. The agreement, signed on July 24, 2024, by Swedish Defense Minister Paul Johnson, elevated Sweden to the status of a “High Contracting Party” under the TAC, affirming its commitment to ASEAN’s principles of regional stability and rule-based cooperation.

The ceremony took place in Manila as part of Johnson’s official trip to the Philippines, which also coincided with the country’s upcoming 2026 ASEAN chairmanship.

Johnson emphasized Sweden’s long-term partnership with ASEAN, stating, “We look forward to further engagement with ASEAN and its member states in areas of mutual interest, including trade, security, defense, green and digital transitions, science, and technology. You can count on Sweden as a long-term partner.” His remarks underscored Sweden’s strategic focus on the Indo-Pacific region, where it has increasingly sought to align with regional security initiatives.

Defense Cooperation and Regional Security

The visit highlighted expanding defense ties between Sweden and the Philippines. Johnson met with Philippine Defense Secretary Gilberto Teodoro Jr. and engaged with officials from the Philippine Navy, Coast Guard, and National Security Council. These discussions focused on maritime security, a critical concern for both nations amid rising tensions in the South China Sea.

Sweden’s defense minister noted the country’s “increasingly important role in global security” and its commitment to “a free, open, and rules-based international order.” This aligns with Sweden’s broader efforts to strengthen partnerships in the Indo-Pacific, including recent defense agreements with Japan and Australia.

Medical Collaboration and Digital Innovation

In addition to security discussions, the visit included a partnership announcement between the Swedish national football team and the Manila Memorial Medical Center. The collaboration aims to advance cancer treatment and accelerate digital transformation in healthcare services.
