India Expands Viral Research and Diagnosis Laboratories Scheme

India’s Health Ministry has launched a nationwide expansion of its Viral Research and Diagnosis Laboratories scheme, offering up to Rs 1.55 crore in non-recurring financial assistance to eligible medical colleges and research institutes to strengthen infectious disease surveillance, syndromic tracking, and outbreak preparedness.

Funding Structure and Institutional Eligibility for New Medical College VRDLs

The Department of Health Research has opened an application call inviting medical colleges, hospitals, and research institutions to establish Medical College and Research Institute Level Viral Research and Diagnosis Laboratories (MCL-VRDLs). Each selected institution will receive up to Rs. 1.55 crore in one-time financial assistance to build out laboratory capacity for early pathogen detection and outbreak investigation.

According to the funding guidelines, the financial package is split into two primary components. Institutions will receive Rs. 66.8 lakh dedicated to civil work and necessary infrastructure modifications, alongside Rs. 88.2 lakh allocated specifically for laboratory equipment. Officials confirmed that the program provides zero funding for recurring operational expenses such as staff salaries, consumables, and contingencies, requiring host institutions to shoulder those ongoing costs.

Eligibility is restricted to specific categories of healthcare and academic institutions. State and central government medical colleges, central research institutes, Armed Forces medical facilities, railway health institutions, and other central government health entities can apply. Private medical colleges are also eligible, provided they rank among the top 50 in the National Institutional Ranking Framework (NIRF).

Expanding India’s Existing Laboratory Network and Surveillance Tier

The nationwide initiative (launched by the Health Ministry) builds upon an existing framework of 167 viral research and diagnosis laboratories operating across the country. That current network comprises 11 regional-level laboratories, 27 state-level facilities, and 129 medical college and research institute-level laboratories.

An official speaking on condition of anonymity explained the structural role of the new additions. The proposed medical college and research institute-level VRDLs will serve as the foundational tier of the laboratory network, the official said, adding that each laboratory is expected to generally cater to two to four districts, providing timely diagnostic services to the surrounding population, according to reporting by The Tribune.

Priority for new lab approvals will tilt toward geographically underserved regions where local populations face limited access to advanced diagnostics. Additional scoring weight will be given to institutions demonstrating existing capabilities in molecular diagnostics, genomic surveillance, and multidisciplinary One Health research.

Core Objectives and Data Integration with ICMR

Once established, the new laboratories will take on operational duties designed to catch viral threats before they escalate into wider epidemics. Their core responsibilities include routine clinical diagnosis of infectious pathogens, participation in syndromic and event-based surveillance, active support during localized outbreaks, and regular sharing of epidemiological data with the Indian Council of Medical Research (ICMR).
