The government intends to establish an oversight framework for artificial intelligence aimed at safeguarding citizens and enterprises while simultaneously encouraging responsible technological experimentation, according to Samuel Nartey George, the Minister of Communication, Digital Technology and Innovation. During a virtual address at the opening of the Second Pan African AI and Innovation Summit 2026 in Accra on a Tuesday, the Minister emphasized that the upcoming rules will specifically target potential hazards rather than experimental curiosity.
Balancing Oversight and Digital Innovation
The regulatory approach is designed to differentiate between low-risk projects undertaken by students and high-stakes technological applications deployed in sensitive areas such as financial lending and other critical determinations. Officials noted that the nation has transitioned past initial discussions regarding continental participation in the global sector, shifting focus instead toward building domestic capabilities, infrastructure, strong data governance, and specific policy frameworks.
Strategic Implementation and Digital Skills Expansion
As part of ongoing technological integration, authorities have initiated the rollout of a 10-year artificial intelligence strategy. This rollout includes training hundreds of public-sector personnel and establishing performance metrics to monitor technology adoption across various ministries, departments, and agencies. Practical applications are already emerging, highlighted by the deployment of an AI-enabled system by the tax authority at ports, which has significantly boosted daily revenue collection.
Educational initiatives are also scaling up, including the One Million Coders project, which has registered numerous accounts, active participants, and program completions. Plans are underway to deepen partnerships with public universities to make participation in the coding initiative mandatory for first-year students. Meanwhile, continental and international stakeholders at the summit emphasized the importance of unified digital standards, cross-border interoperability, and locally driven technological ownership to ensure sustainable growth across the region.
