Divya Mittal, the Deoria District Magistrate, has resigned from the Indian Administrative Service after 13 years in public administration. Armed with an educational pedigree spanning IIT Delhi, IIM Bangalore, and a stint in London finance, she announced her voluntary departure in a public statement citing a profound debt to India.
An Elite Academic Pedigree And The Pull Of London Finance
Mittal grew up in what she described as humble surroundings before ascending through India’s premier technical and management institutions. She pursued her studies at IIT Delhi and subsequently attended IIM Bangalore. Following her education, she moved abroad to secure a position as an associate at JPMorgan in London, working there from April 2007 to July 2008.
Life outside India left her with a distinct vacuum. She noted that even after attaining everything, something still felt incomplete, and that being away from her country weighed on her.
Driven by a sense of duty, she walked away from private banking to return home. Reflecting on her choices, Mittal stated that her education and opportunities carried an inherent obligation toward her country. She said that her education, her confidence, and the strength to walk tall anywhere in the world were all a debt owed to that soil which had to be repaid.
Thirteen Years Across Deoria, Mirzapur, And Sant Kabir Nagar
Stepping away from an unforgettable 13-year journey, Mittal’s tenure took her through demanding field postings as the District Magistrate of Deoria, Mirzapur, and Sant Kabir Nagar. These assignments fundamentally shaped her worldview on governance.

Her time in Mirzapur forged a deep connection with local residents, shaped by experiences near Mother Vindhyavasini where she realized that true power stems from public trust rather than official titles. Over time, her perspective on public service underwent a transformation. While she initially entered the service believing she was giving something back, she ultimately concluded that she received far more than she contributed. She said that she received so much love, respect, and belonging that her lap overflowed.
Throughout her field postings, she encountered intimate moments that underscored the human element of administrative work. She recalled instances where families secured land rights, differently-abled individuals gained living dignity, and farmers received vital water supplies for their agricultural fields. She stated that by walking alongside their struggles, she learned that behind every government file is a person, and upholding their dignity is what justice truly means.
