The government of President Abelardo De La Espriella formally dismantled three major dialogue processes inherited from the administration of Gustavo Petro, ending the policy framework known as Paz total
through a series of official resolutions published by Caracol on August 28. The executive actions close two peace negotiation tables with dissident Farc factions and terminate a socio-juridical conversation space with the Autodefensas Conquistadores de la Sierra Nevada (ACSN).

According to El Colombiano, these armed structures expanded significantly during the previous administration, growing from 15,120 members in December 2022 to 28,802 in July 2026. The new administrative acts revoke the official recognition of group representatives and withdraw the designations of government delegates across the affected tables.
Termination of Talks With Farc Dissidents Under ‘Calarcá’
The first closed process involved the structure identifying as the Estado Mayor de los Bloques Magdalena Medio, comandante Gentil Duarte, comandante Jorge Suárez Briceño y Frente Raúl Reyes EMBF-FARC EP, led by Alexander Díaz Mendoza, alias Calarcá
. Resolution 343 ordered the end of this dialogue table, citing an ausencia de voluntad de paz
and pointing to non-compliance with agreements reached during the fifth cycle of talks according to Colombia.com.
The dialogue originally began in 2023 under former President Gustavo Petro with the Estado Mayor Central of the Farc before internal fractures led to the formation of the bloc under Calarcá

Alongside the closure of the table, complementary measures revoked the designations of government representatives, including chief negotiator Gloria Quiceno Acevedo, and canceled the recognition of armed group members such as Adolfo Ballesteros Fernández, Óscar Ojeda, Robinson de Jesús González, Diana Carolina Rey Rodríguez, Farby Edison Parra Parra, Javier Alfonso Veloza García, Carlos Eduardo García Téllez, and Willington Henao Gutiérrez reported Blu Radio.
Closure of CNEB Dialogue and Revocation of Negotiators
The second dialogue to conclude was held with the Coordinadora Nacional Ejército Bolivariano (CNEB), an organization that emerged after the fragmentation of the Segunda Marquetalia and the subsequent departure of structures such as the Coordinadora Guerrillera del Pacífico and Comandos de Frontera. Resolution 346 formally terminated this table on the grounds that no elements remained to accredit an intention of reincorporation into civil life.

The government also issued Decree 347 to revoke the status of Armando Noboa as the Chief Negotiator for the national government within that specific dialogue structure. Additionally, the administration eliminated authorizations allowing specific leaders, including Geovanny Andrés Rojas, alias Araña
, and Willington Henao Gutiérrez, alias Mocho Olmedo
, to participate in peace processes, following presidential orders for their extradition to the United States.
End of Socio-Juridical Talks With Los Pachenca
The third affected process involved the Autodefensas Conquistadores de la Sierra Nevada (ACSN), widely known as Los Pachenca. Unlike the Farc dissident negotiations, this structure maintained a socio-juridical conversation space rather than a formal peace table, intended to verify the organization’s willingness to submit to justice.

Portafolio notes that the executive branch acted through additional resolutions to revoke the recognition of nine representatives from the organization, remove Óscar Mauricio Silva Osorio as the government coordinator for the space, and request the reactivation of pending arrest warrants against members of the group.
