Mozambican President Daniel Chapo is visiting Botswana to advance bilateral trade, focusing on the multibillion-dollar Techobanine port corridor, transport links, and mineral resource cooperation during meetings with President Duma Boko.
State Visit and Bilateral Talks in Gaborone
Mozambican President Daniel Chapo arrived in Botswana for a three-day state visit at the invitation of Botswana President Duma Gideon Boko, according to the Mozambique Information Agency (AIM). The trip coincides with celebrations marking the 60th anniversary of Botswana’s independence, with Chapo attending as guest of honour. The two leaders are co-chairing a session of the Joint Permanent Commission of Cooperation (JPCC) alongside the Botswana–Mozambique Business Forum at Hotel 430 in Gaborone, which brings together the Botswana Investment and Trade Centre (BITC) in collaboration with the Mozambique Investment Promotion Agency (APIEX) to foster commercial partnerships and joint ventures in tourism, agribusiness, transport and logistics, and manufacturing.
Ahead of the presidential meetings, senior government officials concluded the ninth session of the Botswana–Mozambique Joint Permanent Commission on Cooperation (JPCC), which began deliberations on 23 September 2026. Ambassador Thuso Ramodimoosi, Permanent Secretary in the Ministry of International Relations, noted in his closing remarks that the talks had been characterised by constructive engagement, identifying new and emerging areas of cooperation. According to his remarks, the agreed joint implementation matrices will act as a vital instrument to boost responsibility and guarantee proper tracking across principal domains of collaboration, setting the groundwork for the state visit planned for 28–30 September 2026.
First Lady Gueta Chapo, government ministers, parliamentarians, officials from the Presidency, the Ministry of Foreign Affairs and Cooperation, and delegates from other public bodies are travelling alongside Chapo for the trip. During a meeting with President Boko, Chapo emphasised the importance of transforming political agreements into concrete projects with a regional economic impact.
The Techobanine Port and Rail Corridor Project
Discussions during the visit centre heavily on infrastructure integration, specifically the development of the port of Techobanine, energy cooperation, and logistical links. Costing approximately $6.5 billion (€5.7 billion), the deep-water port project in Maputo’s Matutuíne area is a collaborative venture intended to connect two landlocked nations bordering Mozambique to the Indian Ocean through a railway network spanning roughly 1,700 kilometres.
Conceived to connect Mozambique, Zimbabwe, and Botswana, the initiative aims to diversify trade routes, improve the flow of goods, and reduce freight logistics costs for landlocked economies. The three nations—Mozambique, Botswana, and Zimbabwe—have collaborated for multiple years on this shared project, which merges a deep-water harbor at Techobanine with a railway system built to link the trio of countries. To operationalize the project, the respective governments finalized several accord documents in July 2024 addressing funding mechanisms, harbor development, and cargo transport activities. Regional economic integration, industrial growth, and commercial exchange across Southern Africa could all benefit from the multimodal transport infrastructure project, as described by the African Development Bank (AfDB).
Expanding Economic and Institutional Partnerships
Beyond maritime access, the two governments are pursuing cooperation across multiple domestic sectors. President Chapo highlighted the fuel depots in Matola as infrastructure of key importance to Botswana’s economy, stating that transport and logistics is an area the countries must focus on. He also noted ongoing exchanges in the tourism sector, agriculture, and livestock farming, highlighting particular cooperation regarding veterinary vaccines received from Botswana to support animal health in Mozambique.
Mozambique also intends to draw on Botswana’s experience in the exploitation and management of mineral resources as the country updates its legislation in this sector, with the aim to increase the capacity for production, export, and industrialisation of Mozambican mineral resources. Chapo noted the ongoing reform and digitalisation of public administration in Botswana. Thanking Botswana for its historic partnership, Chapo acknowledged its backing in several sectors, such as the deployment of the Southern African Development Community (SADC) mission to combat terrorism in Cabo Delgado, the assistance provided during severe flooding and heavy rains in Mozambique, and its backing of domestic political reconciliation efforts.
