NATO’s peacekeeping mission in Kosovo is increasing its presence in North Mitrovica and across northern Kosovo as part of a phased troop optimization. Simultaneously, the force is reducing its permanent deployment at the main Ibar River bridge, leaving final reopening decisions to the European Union and local authorities.
The KFOR mission announced that its ongoing force adjustments, initially announced on June 12, are designed to keep the multinational peacekeeping force calibrated and fit for purpose. Officials stated that the transition is proceeding in a transparent, consistent, and gradual manner through close coordination with local institutions, the European Union, the European Union Rule of Law Mission in Kosovo, and the Kosovo Police. KFOR regularly engages all interested parties regarding this process, including local partners as well as the Armed Forces of Serbia.
Troop Shifts Across North Mitrovica and the Ibar Bridge
While permanent personnel stationed directly on the Ibar River bridge are drawing down, peacekeepers are bolstering their visibility in surrounding zones. According to military leadership, the adjustments reflect a gradually improving security environment in the region. The drawdown at the bridge does not mean the mission is abandoning the area entirely, as personnel will maintain an active footprint in adjacent neighborhoods and surrounding areas, including North Mitrovica and the north of Kosovo.
KFOR commander Major General Ozkan Ulutaš stated that the mission’s commitment to the security of all people living in Kosovo is unwavering, which is confirmed by the continuous and visible presence of personnel on the ground through regular patrols, observation posts, and engagement with local communities. General Ulutaš added that daily activities will be carried out taking into account the needs and concerns of all communities.
Admiral Džordž Vikof, commander of the NATO Joint Force Command Naples, stated that KFOR does not have the mandate to decide whether the bridge should be opened or not, adding that this is for the European Union and relevant institutions in Kosovo to decide after KFOR concludes its permanent presence on the bridge and that KFOR personnel will remain present in the surrounding areas.
Mission commanders emphasized that law enforcement falls outside the direct mandate of the international peacekeeping framework. Instead, authorities reiterated that civil law enforcement and public security remain the responsibility of local institutions.
Coordination and Mandate Boundaries Under Resolution 1244
Operating under United Nations Security Council Resolution 1244 from 1999, the mission continues to contribute to maintaining a safe and secure environment and freedom of movement for all people living in Kosovo. Mission leaders noted that current adjustments remain fully reversible if justified by relevant developments that could affect lasting security in Kosovo and regional stability.
KFOR stated in a press release that the optimization is being carried out in close coordination with the institutions in Kosovo, international organizations such as the EU, and the Kosovo Police and the European Union Rule of Law Mission in Kosovo.
The Kosovo Police operate as the primary civil security responder, with institutional roots originating from the police framework established under UNMIK authority in accordance with UN Security Council Resolution 1244. Its capabilities and responsibilities developed within that framework, and today it acts as the first responder in enforcing civil law and public security. This role predates the current KFOR optimization process, which does not represent a transfer of KFOR’s mandate or responsibilities to the Kosovo Police. KFOR retains its special security mandate under UN Security Council Resolution 1244 and will continue to implement its long-standing mandate fully and impartially.
