Minogue defeats Shortsleeve in GOP primary for governor

Mike Minogue secured the Republican nomination for governor of Massachusetts following a bitter primary contest according to an AP race call. Minogue, a wealthy former medical device company executive, defeated Brian Shortsleeve, a fellow businessman and military veteran who previously served in Republican Gov. Charlie Baker’s administration.

Minogue’s victory comes after a bitter primary battle with Shortsleeve, a former executive at the Massachusetts Bay Transportation Authority, the state-run transit agency. Minogue, a South Hamilton resident, told WBUR last month, What we need is an outsider that will come in and solve problems.

Minogue built early momentum in April by securing 70% of the vote at the MassGOP convention according to reports. That overwhelming convention victory gave him the leverage to bypass televised debates with Shortsleeve while relying heavily on personal wealth to drive his campaign.

Minogue became the favorite in the race in April when he received 70% of the votes during the MassGOP convention, and he subsequently pressured Shortsleeve to drop out ahead of the primary. Minogue, who has poured millions of his own dollars into his campaign, cited the overwhelming convention win to justify his avoidance of televised debates with Shortsleeve.

Financial disclosures indicate Minogue self-funded roughly $7 million of the more than $7.5 million he raised in the first quarter of the race. By comparison, Shortsleeve raised about $646,500 in the first quarter of 2026. Minogue’s fundraising efforts also included hosting a fundraiser with Vice President JD Vance alongside donations to Donald Trump and the Republican National Committee.

The campaign attracted high-profile outside attention in July when Boston-based Canadian American investor Kevin O’Leary, widely known as Shark Tank’s Mr. Wonderful, appeared in one of his videos and said he does not usually show for politicians.

Both Republican primary contenders campaigned heavily on economic relief and government spending. Shortsleeve, 54, a United States Marine Veteran and Harvard University graduate with experience working to grow small technology companies, also served as the Chief Administrator and Acting General Manager of the MBTA in 2015 under former Governor Charlie Baker. He emphasized affordability after casting his ballot in Barnstable.

“Everywhere I travel around the state I hear from people who want change. Not just Republicans, it’s Independents who feel left out, it’s Democrats who feel abandoned. So this race is about restoring affordability.”

Minogue, 59, a graduate of the United States Military Academy at West Point, a former Army Infantry officer, and a former CEO for a medical device company who is also the founder of a nonprofit that connects veterans to jobs in the medical device industry, focused his message on his entrepreneurial background after casting his ballot in Hamilton. Minogue emphasized his business credentials in campaign materials, citing his work at GE Healthcare before leading Danvers-based Abiomed, where the company developed the world’s smallest heart pump, doubled the size of its headquarters, increased its in-state capabilities, and created jobs.

“That’s what makes Massachusetts so great, is our culture about faith, familiy, and we’re also entrepreneurs. So we want to make sure Massachusetts remains to be the best place to live, work, and raise a family.”

While both candidates aligned on cutting taxes, reducing energy costs, lowering energy expenses, opposing illegal immigration, and ending state-funded benefits for migrants, Shortsleeve argued that Minogue’s opposition to abortion rights would alienate moderate voters in November according to reporting from WBUR. After initially tacking right earlier in the campaign, Shortsleeve eventually pitched himself as a more moderate Republican, in the mold of two-term Republican Gov. Charlie Baker.

Unification and the Upcoming Matchup Against Governor Healey

Up next for Minogue is a general election fight against Democratic incumbent Gov. Maura Healey. The former state attorney general won an open race for the governor’s office in 2022, beating the GOP’s Geoff Diehl, a conservative who had served in the Massachusetts House. Polls show this year’s election as hers to lose. Healey was formally renominated Tuesday after running unopposed, and her campaign has already taken aim at Minogue for his support of President Trump, who remains deeply unpopular in the Bay State. According to The Boston Herald, Healey launched a last-minute ad attacking Minogue as “MAGA Mike,” which the newspaper said shows the executive has Healey’s attention and may help Shortsleeve. Andrea James is running for governor as an independent and will also be on the ballot.

While Shortsleeve has sharply criticized Minogue’s ability to win the general election against Healey, he told WBUR in July that he would support Minogue if he won the primary — and he said it again Tuesday night. In a concession statement shortly after the race was called, Shortsleeve said, I am proud to fully endorse Mike Minogue to be the next governor of Massachusetts. He urged Republicans to unite to defeat Healey, stating, Mike has my support. He has earned the support of our party. And I look forward to standing with him and doing everything I can to help elect him in November.

Democratic and Republican candidates for governor run on a general election ticket with the winners of party primaries for lieutenant governor. Kim Driscoll, who has served as Healey’s No. 2 the last four years, is on the ticket with her and also advances unopposed to the November election. Meanwhile, New Bedford City Councilor Shawn Oliver won the Republican lieutenant governor’s race. Oliver was Shortsleeve’s choice, and now faces the awkward proposition of campaigning with Minogue, who criticized him during the cycle.
